Consider/Approve Paper Bid for the 2011 – 2012 School Year


Background Information:

In addition to advertising, we solicited bids from Liberty Paper, Lanzer’s Office Supply, R. J. Young (formerly Caldwell’s Office Outfitters), Howard D. Happy Co., Contract Paper Group (formerly RIS Paper Company, Inc.), Office Services, and Learning House for the purchase of duplicating paper (12,000 reams), which will be budgeted in the General Purpose School Fund for the 2011 – 2012 fiscal year. We received bids for this purchase as follows:

Howard D. Happy – $34,560.00 (if delivery by June 30)
Howard D. Happy – $36,960.00 (after June 30)

Lanzer’s – $32,640.00
Contract Paper Group – $32,364.00
Office Services – $35,280.00

This year’s bids were very competitive with Contract Paper Group of Uniontown, OH once again submitting the low bid. However, Lanzer’s, a local company, bid was only $276 higher.

Staff Recommendation:

Board Policy #2.806 provides that “the lowest and best bid shall be accepted,” I recommend approval of the bid submitted by Lanzer’s for $32,640.00. I recommend this bid as, in my opinion, it is the lowest and best bid. Lanzer’s is a local business, and in today’s economy, it seems wise to keep our funds local. In addition, when I called Contract Paper Group with questions, I did not receive a return call. Mr. Harris with Lanzer’s was prompt with answers to questions and if any problems arise, he will be quick to respond. However, it is within the duties and discretion of the Board as to the awarding of bids. Without regard as to whom the bid is awarded, with this approval, it is the intent of the Board and management that no liability will be incurred, nor a purchase order issued, until the fiscal year beginning July 1, 2011.
